The following template, parish council constitution and by-laws, is provided parishes to use as a template for the drafting of a parish council constitution and by-laws. This document envisions the parish council as a combination of the parish finance council and the parish pastoral council. The document was developed by the diocesan legal counsel and reviewed by the Office of Canonical Affairs.
